Start or resume reindexing

POST /api/upgrade_assistant/reindex/{index}

Start a new reindex or resume a paused reindex. The following steps are performed during a reindex task:

Set the index to read-only.
Create a new index.
Reindex documents into the new index.
Create an index alias for the new index.
Delete the old index.
