Get execution step executions

Retrieve a paginated list of step executions for a specific workflow execution. Does not include step input or output; fetch those with GET /api/workflows/executions/{executionId}/step/{stepExecutionId}. If a page exceeds Kibana's response buffer, the handler still returns 200 with results: [] and the page total.

[Required authorization] Route required privileges: workflowsManagement:read AND workflowsManagement:readExecution. Extended privileges (optional, expand functionality when granted): workflowsManagement:managed:readExecution.
